Dr. Edwin Nourse was first chairman of the Council of Economic Advisors to the President in the 1940s. A student of farmer cooperatives since his teaching days at Iowa State College, he became known as spokesman for the need for cooperatives to reflect the needs of informed members. At Brookings Institution he studied cooperatives within the framework of legal institutions. His publication, The Legal Status of Agricultural Cooperatives, brought national attention to cooperative business methods. He played a large part in the development of the American Institute of Cooperation. In 1968, the AIC created its Nourse Award in recognition of his leadership.
